AMENITIES AND PROPERTIES COMMITTEE

TERMS OF REFERENCE

 

 

 

The committee must at all times consider its duty to Best Value, Equal Opportunities (race, religion, gender, sexual orientation, marital status and any disability), Crime and Disorder, Health and Safety and Human Rights

 

Responsibilities common to all committees:

 

1. To be responsible for compiling its annual budget

2. To present and obtain approval for its annual budget from the Finance and Administration Committee and then from Full Council

3. In conjunction with the Clerk/RFO to monitor its functions and expenditure

4. To assess and budget for future maintenance, replacement or upgrading of items for which it is responsible

 

Responsibilities specific to this committee:

 

1. In accordance with council policy and operating at all times via the medium of the parish clerk, this committee has delegated responsibility for all matters relating to:

Broadcroft, Rock Road and Hangstones Playing Fields and associated buildings; other land and open spaces owned by the parish council including Glebelands, the War Memorial Gardens and the parish car park; those it leases or  maintains, including the allotments and the burial ground(s); streetlights owned by the parish and Christmas lights and decorations as well as tools and equipment used in the maintenance of its amenities and properties.

 

FINANCE AND ADMINISTRATION COMMITTEE

TERMS OF REFERENCE

 

The committee must at all times consider its duty to Best Value, Equal Opportunities (race, religion, gender, sexual orientation, marital status and any disability), Crime and Disorder, Health and Safety and Human Rights

Responsibilities common to all committees:

1. To be responsible for compiling its annual budget

2. To present and obtain approval for its annual budget from Full Council

3. In conjunction with the Clerk/RFO to monitor its functions and expenditure

4. To assess and budget for future maintenance, replacement or upgrading of items for which it is responsible

Responsibilities specific to this committee:

1. In accordance with council policy and operating at all times via the medium of the parish clerk, this committee has delegated responsibility for the overall management of the council’s finances and any other matter which does not fall within the scope of any other committee.

2. To ensure conformity with Statutory Regulations as advised by the Clerk

3. To propose the Council’s annual precept and obtain Full Council approval for it.

4. To ensure that an adequate and effective system of internal audit of the council’s records and control systems is maintained as required by the Accounts and Audit regulations 1996.

5. To implement an annual salary review for parish council employees, giving due regard to staff development and NALC guidelines.

6. To review regularly in conjunction with the RFO, the council’s insurance arrangements ensuring that the property and risks are adequately insured.

7. To review the effective operation of the council, its policies and procedures, including working towards Quality Parish Council status.

8. To develop communications with the electorate and other partners (other than on strategic planning matters).

 

PLANNING, ENVIRONMENT AND

COMMUNITY SERVICES COMMITTEE

TERMS OF REFERENCE

 

The committee must at all times consider its duty to Best Value, Equal Opportunities (race, religion, gender, sexual orientation, marital status and any disability), Crime and Disorder, Health and Safety and Human Rights

Responsibilities common to all committees:

1. To be responsible for compiling its annual budget

2. To present and obtain approval for its annual budget from the Finance and Administration Committee and then from Full Council

3. In conjunction with the Clerk/RFO to monitor its functions and expenditure

4. To assess and budget for future maintenance, replacement or upgrading of items for which it is responsible

Responsibilities specific to this committee:

1. In accordance with council policy and operating at all times via the medium of the parish clerk, this committee has delegated responsibility for all matters relating to the environment (except where these relate to land in the council’s ownership) and for community services such as community consultation and strategic community planning

2. To be responsible for the development and promotion of strategic policies concerned with national and local government plans and initiatives such as the Transport Plan, Local Plan, Waste Strategy, Sustainable development, etc.

3. To implement the strategy agreed in October 2002 by the previous Transport and Lighting Committee, in so far as it relates to the activities of this committee

4. To be responsible for all matters relating to public footpaths and bridleways, public transport and the condition of highways infrastructure not owned by the council.

PERSONNEL SUB-COMMITTEE

TERMS OF REFERENCE

 

1. The role of the Personnel Sub Committee is to advise and make policy recommendations to full Council which is concerned with the staff members of Yatton Parish Council and any related personnel matter.

2. The Finance and Administration Committee has delegated the following functions to the Personnel Sub-Committee:

(i) To take all action necessary to advertise, select and interview candidates to make an appointment within budgetary constraints.

(ii) To consider and determine appeals against dismissal and grievance.

(iii) To act on behalf of the Council for all other staffing or personnel matters.

3. Membership of the Personnel Sub- Committee will be all Committee Chairman and the Chairman and Vice-Chairman of the Council.

4. The Personnel Sub- Committee meetings are formal and therefore the agenda will be displayed publicly and standing orders will apply.

5. Frequency of meetings will be twice yearly and on an ad hoc basis as necessary.

 

PLANNING APPLICATIONS SUB-COMMITTEE

TERMS OF REFERENCE

The sub-committee must at all times consider its duty to Best Value, Equal Opportunities (race, religion, gender, sexual orientation, marital status and any disability), Crime and Disorder, Health and Safety and Human Rights

In accordance with council policy and operating at all times via the medium of the parish clerk and the Planning Environment and Community Services Committee this sub-committee is delegated:

(1) to respond to North Somerset Council on any matter relating to planning applications/development control; and
